WELCOME TO CLARK PUBLIC UTILITIES SUPPLIER/CONTRACTOR & PROFESSIONAL ENGINEER & ARCHITECT ROSTER REGISTRATION PAGE

All visitors to this site can view listings of current solicitations by clicking the link above. To download documents and to be sent notification of contract construction quotes and bids or material supply quotes and bids you must complete the new vendor supplier registration or contractor approval/registration.

NOTE: Suppliers provide products only. Contractors may provide quotes on projects to supply labor and equipment and labor, materials (supplies) and equipment depending on Clark"s requirements. You will be able to sign up as either a "Supplier" vendor,a "Construction Services" vendor or register as a "Professional Engineering or Architectural" firm and upload your SF330 to the web site for reference by Clark Public Utilities personnel in the selection process.

PUBLIC WORKS CONTRACTOR (PWC) REGISTRATION

The utility maintains a list of qualified contractors who are eligible to perform public works projects that cost less than $25,000. To be considered for inclusion on the list, contractors are invited to complete the online registration, provide an acceptable insurance certificate and IRS W-9 form, and sign and return a public works contract document within 15 calendar days of registering online. After 15 days the registration will be denied. Work under this contract is initiated through the utilities Purchase Order process.

Please note: Clark Public Utilities is a public agency and state law requires prevailing wages be paid to all workers involved in public works. Prevailing wage rates are available from the Washington Department of Labor and Industries (DLI) Web site (see Links below). However, the majority of construction projects are processed under the Small Works Roster (SWR) below. If you can obtain a performance and payment bond for each project"s total cost (up to $300,000), it would benefit your firm to apply for the following Small Works Roster as approved SWR contractors can perform work on both types of contracts.

SMALL WORKS ROSTER (SWR) REGISTRATION

On public works projects over $25,000 and less than $300,000, the utility maintains a roster of pre-approved contractors by type of work, who are awarded projects through competitive SWR quotes.

NOTE: Performance and payment bonds in the amount of 100% of the awarded contract price are required for SWR contracts - if you are not qualified for bonding up to $300,000, you will not be approved for the SWR roster.

You are invited to complete the online registration, provide an acceptable insurance certificate, IRS W-9 form and sign and return the SWR contract. If the documentation is not completed within 15 calendar days of registering online the application will be denied. Notification of SWR quotes will be sent to qualified contractors through our online system and contractors may download the quotation documents and plans to utilize in preparing their quotes.

Please note: Clark Public Utilities is a public agency and state law requires prevailing wages be paid to all workers involved in public works. In accordance with state law, the utility may not pay any contractor or subcontractor working on SWR quotes or formal bids until Statements of Intent to Pay Prevailing wage documents are received from the contractor and any subcontractor working on our projects. PROFESSIONAL ENGINEER & ARCHITECT (PEA) ROSTER REGISTRATION

Properly licensed and qualified firms may register, submit and maintain a GSA Standard Form 330 online which Clark personnel will utilize to select engineering and architectural firms to provide services on an as needed basis in accordance with RCW 39.80.040. The SF 330 must be uploaded at the time of registering online or the application will be denied.

If selected to provide professional services to the utility, PEA firms will enter into a Professional Services Contract with Clark Public Utilities detailing the service to be provided (a review copy may be downloaded from the PEA registration page).

WHERE TO SEND COMPLETED DOCUMENTS

The vendor application is to be completed and submitted online. Signed Contracts, Insurance Certificates and W-9 forms (for PWC & SWR contractors) may be faxed to (360) 992-8524 or mailed to Purchasing Department, Clark Public Utilities, PO Box 8900, Vancouver, WA 98668.

Registration and uploading of SF330 forms for PEA firms will be submitted to our website only. We will notify you via e-mail that your registration has been received and will contact you by telephone or e-mail if further information is needed.

FORMAL BIDS

Projects for which the estimated cost is over $300,000 are formally bid. Bids require a 5% bid bond or certified or cashier"s check with the bid submittal and performance and payment bond of 100% of the total purchase amount. Generally the SWR contractor"s list forms the mailing list of bids over $300,000 in value. If you choose not to apply for inclusion on the Small Works Roster but would like to be on the mailing list for bids you must register as a vendor and identify the type of construction work you would like notification on.

SUPPLIER REGISTRATION

The majority of supplies Clark purchases are maintenance and construction materials utilized in construction and maintenance of our electric and water facilities. Supplies are quoted, both formally and informally, if the cost is less than $60,000. Purchases in amounts over $60,000 are formally bid using the process above. Vendors may register online to be included in both the quote and formal bid process.

SOLICITATION INVITATIONS

Invitations for material quotes, Small Works Roster quotes, and formal bids for labor and or materials will be sent via email to registered and approved suppliers and contractors. Formats to be used will be Adobe PDF, AutoDesk Volo View DWF and TIF formats. Links to free viewing software for these file formats can be found on this page.

SOLICITATION SUBMISSION

At this time, we are not able to provide online submission of responses to solicitations, but hope to add this capability in the future. Each quote and or bid solicitation sent online will contain instructions on when, where and how responses are to be returned to Clark Public Utilities. Failure to respond by the due date, time and method required by the solicitation document may cause your response to be rejected.

ADVERTISING AND OBTAINING BID DOCUMENTS

Formal bids will continue to be advertised in the Public Notice section of the Columbian newspaper.
